For most websites, visible downtime is under 15 minutes and often effectively zero, because the new server is fully rehearsed before DNS changes. Write-heavy databases get a short maintenance freeze during the final sync, agreed with you in advance.

Can you migrate us out of a hosting provider we no longer have support from?

Usually yes — as long as we can obtain file and database access via cPanel, SSH, or even a full backup archive, we can reconstruct the stack on new infrastructure. We have rescued sites from suspended and abandoned hosts more than once.
